Join the Consortia

The Canadian Fuel Consortia allows any airline that flies to a participating airport to join as a member. Member airlines share in the net costs of the corporation, which generally equates to a cost savings for the entire membership.

Rising aviation fuel costs have made effective management and efficient distribution of aviation fuel supplies an industry priority. Aviation fuel costs constitute up to sixty per cent of an airline’s operating expenses.

FSM Group Awarded Kelowna Glycol Facilities Corporation Contract

FSM Group Awarded Calgary Glycol Facilities Corporation Contract

MONTRÉAL, QUÉBEC – FSM Management Group Inc. (FSM Group) announced today that it has been awarded a contract by Calgary Glycol Facilities Corporation (CGFC) to manage the design/build of a state-of-the-art glycol recovery, treatment, storage and recycling system and facilities in Calgary. FSM Group also provides administration services to the consortium of member airlines of CGFC. CGFC leases lands for the glycol recovery, treatment, storage and recycling facilities on behalf of the consortium member airlines.

The CGFC Glycol Recovery and Recycling Facility allows for processing of spent glycol recovered from airport tarmacs. Recycled Type I deicing fluid will also be produced at the facility. The facility also includes two instant deicing blenders which allow for customized concentrations of Type I glycol to be selected by the deice spray providers.

The treatment of non-recovered sprayed glycol is handled by two Storm Water Treatment Facilities. These treatment facilities break down glycol by means of forced aeration through seven positive displacement blowers, two gravel beds and three lift station pumps. The treatment facilities also include a nutrient dosing system designed to progressively add carbon, nitrogen and phosphorous to improve treatment performance.

Jim Fisher, Director of Consortium Operations said, “As the leader in fuel and glycol facilities management, FSM Group pledges its continued commitment to deliver leading edge integrated solutions that enhance business processes and increase operational efficiency for our valued aviation clients. We are pleased to provide our services to ensure CGFC’s glycol facilities operate at optimum capacity during varying levels of demand with environmental stewardship as a guiding principle.”

Environmental Assessment Certificate Issued to the Vancouver Airport Fuel Delivery Project

MONTRÉAL, QUÉBEC – FSM Management Group Inc. (FSM Group) is pleased to announce that the Vancouver Airport Fuel Facilities Corporation (VAFFC) was awarded a conditional Environmental Assessment Certificate for the Vancouver Airport Fuel Delivery Project on December 11, 2013. The Certificate was issued pursuant to Section 17(3)(c) of the B.C. Environment Assessment Act by the Ministry of Environment and the Ministry of Natural Gas Development. On December 16, 2013, VAFFC also received federal approval for the project from the Vancouver Fraser Port Authority, mandated under the Canada Port Authorities Environmental Assessment Regulations to conduct a review pursuant to the Canadian Environmental Assessment Act.

In February 2011, following almost a decade of conducting options and feasibility analyses, an application for a Provincial Environmental Assessment Certificate for a new fuel delivery project was filed with the British Columbia Environmental Assessment Office. The Richmond-based project proposes a marine terminal and aviation fuel receiving facility on the north bank of the south arm of the Fraser River, coupled with a 14-kilometre pipeline connecting to existing fuel storage facilities at the Vancouver International Airport.

The project will provide a reliable fuel supply for the airport, and will allow it to meet its projected future fuel demands. There will be a net reduction of regional greenhouse gas emissions through the removal of more than 12,000 tanker truck movements annually from roads in Greater Vancouver.

The issue of safety is extremely important for a facility of this type in a municipal environment. Concerns raised during the Environmental Assessment included vessel navigation safety, fire protection and controls for the marine terminal and fuel receiving facility, hazard footprint analysis for fuel receiving facility, emergency shutdown systems, and pipeline leaks. By employing a sincere approach in responding to these concerns, VAFFC was able to demonstrate that the design features of this project adequately addressed all key environmental and safety related concerns.

The project will result in a $150 million investment, and 762 person years of direct, indirect, and induced construction jobs in British Columbia. In addition to the approximately twenty-seven thousand existing jobs at the airport, one new daily international flight will create 185 direct jobs and 465 indirect and induced jobs.

Detailed information about the Environmental Assessment is available at www.eao.gov.bc.ca.
